Plain-language definitions to help nurses understand where they stand in the visa queue.
Retrogression
Retrogression happens when the number of employment-based applications exceeds the visas allocated for a given country in a given month. When this occurs, processing times extend until an applicant’s priority date moves ahead of the new cut-off date listed in the Visa Bulletin.
Priority Date
Your priority date is the date your employer files the immigrant petition (Form I-140) on your behalf. It marks your place in line for visa allocation.
Visa Bulletin
The Visa Bulletin is a chart published monthly by the U.S. Department of State. It shows which priority dates are currently eligible for visa issuance.
Chart A vs. Chart B
- Chart A – shows which priority dates are eligible for an embassy interview.
- Chart B – shows which priority dates are eligible for National Visa Center (NVC) processing.
How to Read the Chart
Locate the Employment-Based section of the bulletin, then find the third row (EB-3). Using Chart A, the listed date is the cut-off any priority date before it is currently eligible for visa issuance.
Example: If the cut-off date is August 1, 2024, nurses with a priority date on or before July 31, 2024 are eligible for an embassy interview appointment.
